For me atleast, the tires and rims both did not fit into the PVC, so I just used the rims, and used Pactra paint to paint the edge of the PVC black so it looks like a tire. It works great, even without the tires, so dont worry if it doesnt fit. I just used my rims inside the PVC. Here is an example:
