What happens when you crank it up to full scenery with everything to full? Probably comes to a halt I would guess. That is the point I was making earlier, if you turn the graphics down a little, you can get by with less than the latest card installed. If you want the full experience, use it as you are doing and save up for a better card in the future.

If you have the minimum requirements for the video card and it still is not enough, just cut down on the unimportant features like some of the scenery and some of the realism and let it rock.
