Can someone help me get a Tower 46 running?

On Tower's site they say something about a 2mm gap on the low needle setting. I am new to this so I have no idea what they are measuring. I know where the low needle is, but where is this 2mm measured? I have tried various high needle setting and low needle setting and I can only get it to run for a few seconds and then quit.

The low end needle was set 11 turns out from all the way in. Is this even close?

The 2mm sounds like the gap you should have as an opening in the carb. So basically just before the carb is closed.
On the needle setting, 11 turns out sounds like a lot to me. What does your manual say?

I have a twin with tower hobbies motors on it, the first thing i had to do on that motor was to loosen the carb screw and press it down.(used a quarter to press on) then retighten...This prevents air leaks at that point...As far as the gap on the low end, mine ended up looking almost closed..I used a feller guage from auto zone for the measurement....hope this helps/

On the high end try 2 and a half turns out and adjust the low end to about a 1/16 of an inch..
