Roger,
I omitted the mounting box on mine and am unsure if the dowels you are referring to are on the box or the firewall. By the way I ordered the fiberglass cowl from GP and it fits perfectly on my plane except for the color scheme so I'm fairly certain the GP Pitts are built from the old Pilot kit specs.
