I just scrubbed - there was just caked on dirt and dust, maybe stuck to oil. I haven't cleaned my car often, but this seems to work. If you need you can put water on the toothbrush, it just depends what you're trying to clean off. Also, start with paper towels on big parts that are easy to reach - no need to use a tiny brush on everything, just caked in stuff, and hard to reach places
