Couple of things come to mind. First try gumout carburetor cleaner. next try scraping it with sharp razor blade, if this gets it off then finish cleaning again with gumout. then get a dremel with a polishing head and some rubbing compound. This should do the trick. Don't use any abrasive as this will scratch the pipe.
