Generally foam wings usually are sheeted first with "skins" and then the balsa leading and trailing edges are glued on and then shaped.
My Phoenix 6 had foam cores that had a rounded foam leading edge that was meant to have a one piece "skin" wrapped around it.
There was no balsa "stick" type stock on the leading edge.
