UPDATE:
I did an outside range check. Still Fluttering...
I changed out all the servos in the plane to all new ones and it has stopped.
This plane is the one I got from a yard sale posted in this thread...

Engine works great! Can't wait to fly this thing. Almost ready to go!!!
I guess the old servos in this plane were bad in some way? Maybe leaking out a signal or something?
But problem fixed.
