Wrong.
It's an electronic device that goes between your battery and a discharger (like a bulb discharger) that allows you to discharge your battery w/o fear of overdischarging the battery. Plug the battery into the black box, plug the black box into the bulb discharger, press the button and soon you'll have a perfectly discharged battery.
