One would assume that if you used a heavier clutch shoe with the same springs that you would get engagement at an lower rpm. Due to the fact the the centrifical forces on the clutch shoes & springs would be more, causing the earlier engagement.
Simmilarly a lighter shoe with the same spring would mean a higher rpm engagement.

I say this in theory only, as I havn't tried it in practice yet,
