I'll second using a neoprene backed washer with metal bolts. These little beauties work very well at keeping metal bolts nice and snug. I used them for cowl screws, wing bolts, stab bolts, etc. Since then I have never had one back out on me.

Microsfasteners sells them for dirt cheap. You can even make your own.
