Duralite's have the 'safe charge system' and if you charge at higher then 400 mAh you'll blow the circuit, they also have a built in balance charger so balancing isn't necessary.
i was having problems with mine dropping to 7.1 under a 1A load and it turned out the connection from my loader was corroded. try the plug from your charger in the load tester and see if your readings change.

What KC says about the original Li-Ion Durallites having the built in balancing circuits is true, this according to a Duralite tech I spoke to yesterday. He stated that the life expectancy of these batteries is 2 to 3 years, with the life span generally being shorter the less you use them. If you do not use them for an extended period of time, he recommended charging them, then discharging to 7.5v and then recharging and to repeat this every 6 weeks or so to prolong their life.
I asked about the advisiblity of using my Duralite that was showing 7.3 to 7.4 under load after a fresh charge. He said that although it would probably be OK to use if checked frequently, it was an indication that the battery was losing capacity and he really did not recommend using it in an expensive jet.
