I thought anhedral stabs were fix to account for the stab being too high. The difference between the location of the root and the location of the tip created a center of pressure to cause the desired flight characteristics. If you're putting an anhedral stab in the same place as a flat stab, then your center of pressure is too low versus where it should be.
