try it with the arm removed and see if the servo even turn at all, maybe brakes are engaged already or stuck? Also check dual rates on brakes, maybe set very low, epa won't fix that. If all that fails flip the servo and see if that fits/works. Good luck, sounds like a strange problem with a simple solution.
