I've flown both setups on many different F-16's and I've never found any cons to using either setup, the elevons do have one advantage that is worth mentioning and that is at low speed high AOA they provide much more aileron authority. personally out of the many different ones I've flown none have ever needed flaps and if you're removing the ailerons I'd just glue them, when you pull power back and stand the nose up you get all the braking action you want and it's Almost impossible to stall one flaps just aren't worth the weight of the servos IMO.
