Yes and no...sometimes when an engine is new, depending on how much compression it has it may not turn over very easily, try loosening the glo-plug and see if that helps...also some engines need to be pre-heated during the runin period because the pinch is too tight until it loosens up after a while.
Also make sure the flywheel is lined up really well with the wheel and that the wheel is not rubbing at all on the chassis...and if you can try it out hooked up to a car battery just to see what difference a decent 12v power supply will make. FYI I use a 12 gell cell when Im not near my car, then I hook it up to that.
