Per the book yes there is one! If you would the parts break down page from the CX 2 book I scanned for you and I can send off to you in an email, let me know. However, only today I took down my friends C2 to the bones for a bad crash. If there was one there it stayed in place in the body so I did not see it. There must be some kind of wear to show you which way it goes if this is something left from your repair job? My gut tells me the step goes up as to my memory from this morning I did not notice any step on the gear and shaft, I kinda took a peek looking for light grease.
Sorry I cannot give a diffintive answer on the step washer for side up or down.
