First, make sure the engine is running in right direction. If it is, then you most likely have an air leak or something caught in the carb. You should be able to get the engine to run rich with the high-end needle set at 3-3 1/18 turns out. Air leaks can appear between the carb housing and carb throat. Make sure that you push the carb down against the rubber o-ring while tightening.
