Thanks Guys so what do you think, If you can not get the 3-in-1 to stop blinking red/green is it bad?

You are doing the binding process right. Either you have a bad Tx or a bad Rx. If you can't get the two to bind, the 3-in-1 will never arm itself, which is why the front light keeps blinking red and green.
Can you try binding to a different Tx? If it doesn't work, then you can assume that it is the Rx.
