If you move the tip floats in, they will not be able to keep the wingtips out of the water. Once you get the hull up on the step, the tip floats are well out of the water and water-loops are rare.

Yes, gluing them on is a good idea. You would have to crash pretty badly to tear off a glued on tip float and in that case you would probably have more damage than that to worry about.
