Before aircraft had retractable landing gear they sometimes had housings that covered the landing gear leg as well as the wheel for the purpose of streamlining. For some examples, do a search on Google Images for Boeing P-26, Northrop Gamma, Curtiss Shrike and Gee Bee Racer. Spats were common on some 1930s aircraft.
