Yes and no.

Light flat bottoms will have a tendency to fly with you. On the other hand, with the right engineering....anything is possible.
The RCAA currently has a few members who have a few very light boats that are getting some remarkable speeds out of them. We are talking 3.5 lb boats that are approaching the 50 mph mark, possibly faster, they have not been GPS-ed yet. And these boats are sticking to the water very nicely.
