Actually, if you want to convert inches to degrees, I think you'll want to do exactly what bkdavy said - but backwards. Start with the deflection distance and divide it by the width of the control surface. Next, you'll want to take the inverse sine of this value to determine degrees.

It all depends on what you start with - inches or degrees.
