WOW your LHS has some dorks if the sleeve is getting stuck at the top of the piston.  Thats a GOOD sign that your sleeve is  comming out of the engine and then going back.  If it wasn't doing that, then its shot.  Please don't give your car to the LHS if they're that dumb, what will they do next, put shock oil in the fuel tank!!!!!
