It depends on your carb.
I have the rotary carb and my manual says the LSN (on pivot of throttle lever) should be a half trurn IN (clockwise) from flush. My HSN looks a good 1.5 turns IN from flush.
If you have the slide carb, my manual says the LSN should be 1.5 turns IN from flush.
Kinda weird it doesn't specify turns out from fully closed but it should get you runnin.
