If the boat doesn't have a rudder, steering will be caused by differential control of the two ESCs, which may well be an integral part of a single receiver/control board. If that is the case, its a toy standard boat. The likely problem is going to be that one motor has more grunt than the other, or one propshaft has more friction than the other.
