Default Motor Amperage

Is the amount of amps that a motor draws a function of its internal resistance? Or is it a matter of what size prop it's spinning?

The amount of amps a motor draws is a function of the load. This would include the idle amps. The prop puts the load on the motor. The amount of amps a motor uses is a function of Kv, Idle amps, Internal resistance, Prop size, voltage and current from the battery.

So everything being the same..... When you change to a smaller prop does the amp draw go up or down?

Changing to a smaller prop decreases the load on the motor and hence reduces the amps. This is assuming the pitch stays the same. For example if you have a prop such as a 10 x 5 and went to a 9 x 9 prop, the load would most likely be higher due to the increased pitch.
