What is the process in which to do this?

Jon,
I have the Duralite voltmeter that has both a 0.5 amp and 1 amp load. Can be used separate or together for a 1.5 amp load. I believe Hanger 9 has something similar. Just plug it in your charge port get a reading then push the load button, let it stabilize in a couple of seconds and see the voltage under load.

Use the loaded voltmeter from H9, i4c, etc. They work just fine. Just be aware that sometimes the rated load may be based on 6V. So, if you're measuring a 4.8V, or a 9.6V pack, the actual load needs to be recalculated

Jon,
As both Pete and Mike have stated apply the load for at least 10 seconds, what your looking for is no less than 1.2 volt per cell, or 4.8 volts for a 4 cell pack and 6.0 volts for a 5 cell pack. I think a 250 mA load makes more sense for a standard 600 to 800 mAh flight pack. You can use a #44 pilot lamp soldered across a dual banana plug you buy at Radio Shack for an inexpensive 220 mA load. Plug it into a cheap digital voltmeter, now plug in a pair of Hobbico leads and you've got an accurate, cheap loaded DVM that you can use for other things just by unplugging the dual banana plug.

Just my 2 cents,
