Default Li-Po Battery Charge Rate Question

I've been using li-pos for about two years now, and it just hit me, what do I charge li-pos at, safely? I was told by some guy at the flying field when I first got li-pos, and he said "10%" of the capacity is what it should be charged at (same thing with the guy at the LHS). So, he went on, "10%" would be if the battery is 1900mAh, then you can safely charge it at 1.9A or Amps. Well, I went with that for the last two years, but I never got around to actually figuring out if its the truth. Today, I calculated "10%" and found out that "10%" is actually 100%. 10% of a 1900mAh 3 cell li-po is only 0.19A, or rounded up, 0.2A because 1000mA = 1A. So, have I been staring death in the face with Li-pos, or is it actually safe to charge at 100%? Then, say, a 1320mAh li-po is supposed to be charged at 0.132A, which I have been charging at 1.3A.

It is safe to charge LiPos at 1C or what you've posted. There are many reports that you'll get better life charging them at 80% of their capacity or.8C

If you had been overcharging them you'd have ballooned them like sausages long ago.
