Measure the volt/amperes (watts) that are expended as the battery is discharged down to it's suggested minimum. This can be converted to the more usual terminolgy (horse power) by the proper conversion factor.

I assume you mean knowing how much power is left in the battery without discharging it. If the battery is a Lithium, the FMA Direct Cellpro 4S will tell you the percentage of current left in the battery. If it is Nicd or Nimh I don't know of any way of telling the amount of power left in the battery.
