CG for SIGG Smith Mini Plane?

I bought one at a garage sale fully built. She is tail heavy right now. I looked up the manual and all it says is to refer to the plans. Thanks in advance.

If you don't know what the CG point is, how do you know it is tail heavy?
Anyway here you go,
Ailerons = 1/2"
elevator = 5/8"
rudder = +/- 1"
CG point is at the leading edge of the bottom wing.
