I’ve replaced hinges before with fiber paper and with actual hinges.
my question - can I use photo paper as a hinge? If that’s not smart, what other options from home can I use (or hardware store)
I have no local hobby store anymore so anything I get will have to be through online. I’m rebuilding a plane and I’m stuck until I get the elevator re-hinged

Personally I wouldn't use photo paper but admit I don't know. I have read of some people using floppy disc material as hinges, also Monokote. But I have no personal experience with these.
If you wanted a low cost hinge material, I think cloth hinges are good. Been used on many control line models over the decades.
