Not sure what your calling a valve. The thingy with the spring is the needle valve and is used to adjust the RPM of the engine. The fuel tank has two nipples. One on top and the other on the bottom. Put fuel into the top nipple until the fuel runs out of the bottom one.

If your fueling the engine correctly, then you have a bad gasket between the engine and the tank. The tank may be loose as well. Another thought is that the needle valve is turn out too much. I can't recall the starting needle setting. Probably three or four turns out.

You want to go check over in the 1/2A forum for this engine, sounds like your tank to backplate gasket is bad, you;ll have to remove the engine from its mount to get to the backplate screws, they may only need to be tightened...if it runs for seconds then you are burning off the prime and your reed is gummed up or stuck,,, the valve ,,close it and then turn it out 2 and a half turns to start it......you may be able to take it apart and clean it or it may need a rebuild kit...Rog

Check the back platte srews and gasket. Thats the only place fuel can run out of, other than that it has to go through the needle valve. If you take the bowl off be carefull with the reed valve they can be damaged real easy, be real carefull takeing it apart and putting it back together!

Is it possible that you're using a fill line that is too big and isn't seaing on the vent? I've done that and fuel pours all over the engine - probably more than goes in. :)

If it's a new engine and you've never had it apart and you're sure it's a leak, I would take it back and let them deal with it. Once you take it apart you'll probably be blamed for whatever the problem is.
