I have a very low budget, and don't want to go li-poly, brushless or glow plug.

It is 4 channel, that is good.
It is lite, 23 oz. so you will only be able to fly in calm conditions.
I would spring for the sim kit farther down that page and practice with that for awhile before flying the real deal.
