Question regarding balancing the plane
It means that you do not suspend the plane by the wing tips to check its balance, but rather you suspend the wing close to the fuselage.

Question regarding balancing the plane
yup, the balancing points should be close to the fuse or wing root. Balance it in an area where there's no wind. Is the plane a high or low wing ? For low wings, you have to invert the plane when balancing.
