It's a vent. I usually run a line from it that exits the plane, but even that isn't necessary.

That is the crankcase breathing tube. On 4 strokes, the lower end is lubricated by the oil that blows by the piston and down the valve lifter tubes. A fair amount of oil will be ejected from that orfice during a flight so it is a good idea to have a line from it to the outside world to not have oil pooling inside the cowl. An equally important use for this port is for injecting the after run oil at the end of a flying session. On four strokes, it does little good to put the oil down the carb throat as it won't get to the places it is most needed (the thrust bearings in the crankcase and the rod ends). Just inject about a teaspoon full of after run oil in this orfice. That might be difficult , you will need a syringe or some method of injecting the oil. You may also have to turn the engine over slowly while injecting the oil in order to get enough in. Just a few drops won't do, you need to put enough in to thouroughly coat the bearings and displace the gunk from the blowby which will have the usual wear products you would expect to find there.
