another OS FX 40 ?

With the OS 40 FX is the throttle stop screw and mixture contol valve one in the same ??

NO!

One is the throttle stop. The mixture is controlled by the needle valve (for high end) and the low end mixture is controlled by a small screw in the center of the throttle control horn opposite the needle valve.
