Low end needle
 
I noticed on my os 91 fx when I turn my low end needle "in" ....my carburator seems to close along with it.

Is this normal?

If its inside the Throtttle arm, then yes, its normal.  That's why its recommended you make adjustments with the engine not running.  That way you can use two hands.  Hold the throttle arm stable while adjusting the low end. Make small adjustments (1/8 turn at a time) so you don't miss the sweet spot.

Actually it's on the opposite side of the throttle arm but by me holding the throttle arm it did the trick.
