Yeah, it's the FAA that knows who the pilot was on that flight! He was neither in distress nor practicing emergency landings. He is a Beaumont, TX pilot with a history of buzzing.

I doubt that the pilot was trying to be political. He was an idiot with an airplane who has a history of buzzing. We'll probably see him on the news in a couple of days whining about how unfair the FAA is treating him.

And the minimum altitude above a gathering of people is 1000ft. Most folks consider this to mean over cities and towns but it also applies to crowded beaches. It's 500ft out in sparsely populated areas.

It's 500ft out in sparsely populated areas.
Actually its 500 feet from individual people, buildings, vehicles, and vessels. Not sure the beach was crowded enough, if the rest of the beach was as crowded as the photo, then yes, but the 500 foot rule is more severe and more easily enforced.

Has been for many years. Texas open beaches act.
