Default Very low power for an underwater brushless motor. I got maximum 2A versus 59A rated

I bought this motor for an solar Kayak project and for this to work I will need something like 180-200W, maximum 8-10A. The motor run ok at “no load” with 3600rpm, 0.7A , 24.4V. Problem appear when I try to stall the motor. It seems to be very easy to stop this motor from running, and the current go up only to 2A compare with rated 59A. Am I missing something?

My setup: Motor Flisky F5085 140Kw (29,5A at maximum power)
generic 80A Esc, Servo tester, LI-Ion 6S3P.
