Phoenix 25amp Brushless ESP faulty?

Default Phoenix 25amp Brushless ESP faulty?

I just bought a new Phoenix 25 amp Brushless Speed Controller and connnected to Himax 2815-2000 motor for bench testing.
When I plug it to battery it makes a sound with flash and with throttle up in my Tx the motor run normally.
Then I unplug the battery and plug to another battery or to the same battery again, the Phoenix ESP makes continuous rapid flashing with motor not running! The servos are working well.

After waiting a while, maybe 10-20 minutes when I do again the ESP is OK, running the motor.
It seems that Phoenix ESP needs some time to cool itself??

Is it faulty? I never programmed it and I am a novice in Brushless motors.
