If you mean computer programmable, All Castle Creations ESC's are, using their programming kit. I also have a programming kit for the EFlite Switching BEC models. Jeti uses a programming card and so do a few others. Most ESC's can be programmed by using the instructions that come with them and using what I call "stick-wiggling".

Most brushless ESC"s should be programmable but there are brushed motor ESC"s that are just "dumb" meaning they just sense throttle position and no way to program them.
