yes there was 2 brakes, but i bought it with only the front one on it, and the guy said he did something to the rear wheels that gets more traction, i dont remember what it was though. but the front and rear dog bones going into the ctr diff are locked together, they dont turn indevidualy, there stiff as a board

If you can’t turn the front and rear dogbones independent of each other it sounds like the seller has already locked the CD in some way. If so, you should get plenty of wheelies.
