axial 28rr factory specs

Correct me if i'm wrong, but the factory specs for a 28rr engine is all the needles being flush with the mounting service they are attached to? Just got a used engine with my savage and not sure where the needles need to be so i can ensure the engine will run properly and not go lean.

if m not mistaken its a line on the neck of the needle.
