head bolt problems

Hello all,
I'm working on my hawk sport to hawk pro upgrade and have run into a problem. I'm trying to put the main bolt that holds the head onto the main shaft. I think some call it the "jesus bolt". Anyway the manuals both call for the bolt to be M3x16 but when I try that bolt the threads never grab onto the locknut. I've measured it three times and the bolt is 16mm long but it still isn't sticking out enough to grab the nut. I've pushed and twisted pretty hard too just incase there is some flashing holding me up.
Any ideas?

Thanks. That's what I was thinking.
I'm going with the 20mm bolt. It sticks out approx 1-2 mm from the locknut. looks picture perfect.
