Sony Vegas will BUT what is the frame rete that the video is recoded at?
This plays a huge role in if the slomotion is smooth or jumpy. Anything less that 60fps is not ideal. |

It kind of depends on what your end goal is.
I grabbed this video from youtube - http://www.youtube.com/watch?v=XXec7zBaPxA (it's not my video, I just thought the wasps would be a great example) I used Adobe Premier Elements and made this - http://www.youtube.com/watch?v=KO6z5...ature=youtu.be The first section is normal speed, next is slowed to 33% with option to maintain audio pitch selected, and then both video and audio slowed to 25% of original. The slowed versions are watchable, but you'll never see the blades slice the wasps in half because it wasn't captured in the original - as said you'd need a much higher framerate in the original. |

I've been shopping around and looking for a cheap camera setup to hopefully achieve the same quality as this person with his video.

I keep finding references to a sony fs700, and the price is around 7k to 8k to start.
A cheaper compromise would be a high shutter speed - but it still won't get you the effects in the video you showed, and costs a bit more than a gopro. There are camcorders that will shoot at 1/2000 shutter speed. They will capture a sharper image (each individual frame) of a moving object, but the framerate is still in the 60 fps area so the video would still be choppy at real slow speed.
