RCU Forums - ABOUT CHARGER and ... warning

1. I suppused to duy Balance charger DK-C1000 from online nitroplanes.
What means its note "fixed charge rate 650mah RECOMMEND for 1000mah Li-poly packs".
Can I use this charger for Li-Poly 2100 10C? It is good, so-so or bad?
What is regime (parameters time, "Amp.", number and time of cycles) discharge - charge for new battery Li-Poly 2100 10C?

2. At the same time - it is my duty - to say: be carefully, if order items from online nitroplanes. I lost money (plus extra money) and too much of time. I have received "garbidge, which I didn't order! (Other items was without instructions and was poured in box).
I send more ten E-mail without results. What I can(?) to do?
My friend had like situation, when he had deal w/this company in last year.
