Is this normal or do I have a problem?
 

On the ground and just after takeoff my Eco 8 is terribly unstable, it stutters around like crazy and sometimes acts like its gonna tip over. Once in the air it seems to calm down though.

Is this normal or do I need to adjust my gyro gain and/or balance my blades?

Either your blades are off balance or your blades are a bit too tight causing them to align only at the highest headspeed.

Normally, some unstability during spool is normal as the blades auto-center. If it continues even into a hover, your blades either need to be balance, or are too tight.

There is also other problems that can cause this, but those are the most common. Other problems can be blade tracking, flybar centering, main spindle or feathering shaft being bent, etc.

Or, you might be describing the normal instability that you have flying in ground effect. Once you fly out of ground effect (OGE) this goes away.
Don't try to hover a foot off the gound.
