Default Homelite Plumbing Question

Last year I bought a converted Homelite 25cc [I think], which has a carb. with a plastic bulb on top. There are two small dia. tubes on the side, one in the part underneath the bulb and the other in the body of the carb. What is the function of these tubes? It appears that the top tube is connected to the bulb operation, whereas the other tube, I have no clue. This is probably an easy question to answer, but I am at a loss...

The one under the bulb is a return line to the tank

The other is the supply line
