Default RC Electric Question

I am planning to make a flying disk out of foamboards, like foam covered with shiny paper you buy at art supply store. About electric engine, does it matter about how much power it has to lift it out of the ground? I know the power of the electric engine is based on speed, higher the number, the more it can resist wind. 400 speed can be flown only outdoors.
